Assistant Foreign Minister Liu Bin Attends the Opening Ceremony of the 4th Workshop on AI Capacity Building

On September 7, 2026, Assistant Foreign Minister Liu Bin attended and addressed the opening ceremony of the 4th Workshop on AI Capacity Building at Peking University.

Liu Bin stated that the potential of artificial intelligence will not automatically translate into dividends for common development; instead, it could solidify or even exacerbate inequalities, leading to a scenario where the rich get richer and the strong get stronger. If individual countries and a few companies are allowed to monopolize AI resources, if the global digital divide and wealth gap continue to widen, and if the “law of the jungle” is allowed to govern this frontier technology that is set to define the world’s future, global disputes and turmoil will intensify, making peace and security even more elusive.

Liu Bin pointed out that the key to capacity building is not unilateral transfer; greater emphasis should be placed on helping developing countries acquire foundational capabilities for independent development, enabling artificial intelligence to be applied in real-world scenarios, address practical problems, and generate sustained value. Capacity building is a systematic endeavor that must proceed from reality and adapt to local conditions, identifying development paths and capacity-building approaches aligned with national circumstances and actual needs. Capacity building is not solely a matter of development; it also requires the simultaneous enhancement of governance capabilities across countries to ensure the healthy and orderly development of artificial intelligence.

Delegates from over 30 countries are participating in this workshop, which will feature a week-long program of discussions, visits, and exchanges in Beijing.
